The truth is that it depends on the individual and their current fitness level. For people who are new to working out they can definitely increase their lean muscle while burning bodyfat (provided that they are consistent with their diet, training, etc.)
But as you become more advanced and get in better shape, the harder it will be to simultaneously build muscle while losing fat. This is why competitive bodybuilders will purposely structure their training in off season bulking phases and pre-contest cutting phases. At the advanced level you can't effectively "bulk" and "cut" at the same time. You need to focus on one thing at a time.
That's why you're going to hear mixed opinions on this topic because the "correct" answer is going to vary from person to person. There is no "one size fits all answer".
